   REX-04 is done on rex/001 as 066d43a (pushed; no PR yet because aprender is at the 10-open-PR cap).

   • rex-cell-admission-v1 is in place; FALSIFY-RCA-001/002/003 were each planted RED and restored GREEN.
   • 6/6 cells are resolved and 0 are silent, but every one is NotRun{NoDeclaredExecutor} (infra#1088 is open). rex admission-check exits 10: S-7 STOP.
   • Premise falsified: apr parity v0.69.3 is GPU-vs-CPU only, not a comparison against llama.cpp.
