apr-fold: fold armed-red single PRs into per-epic batch PRs #4310
Description
Operator, verbatim, 2026-09-24: "individual PR is too costly for release canidates and even epics, we should actively batch like PRs together".
Fold worker aprender-59 (assigned by cop aprender-77). Batches:
