0.70 pre-work triage: open PRs (60) + remote branches (398) + kind labels — LIST-FIRST, awaiting cop ruling #4158
Description
Operator, verbatim (relayed by the cop, 2026-09-24): "next I need a deeper triage of tickets/branches/pull requests/labeling for aprender before .70 work is started full time".
aprender-ac owns PRs and branches (dd owns issues). This is LIST-FIRST: nothing has been closed, labelled, archived or deleted. The cop rules, then I execute in batches, re-verifying each sha immediately before each delete (fail-closed).
Measured 60 open PRs and 398 remote branches (origin/main @ aa7c6ef, fetched just now).

Two extra protections I added:
- Base of an open PR:
fix/0691-bump-fixture-libs(base of feat(ladder): a receipt names the binary that ran, never the checkout HEAD; the judge requires the release binary; GPU calls join gpu-q (#3771) #3784) andPMAT-3712-cells(base of feat(ladder): Q4_K universe read from each file's tensor header, not its name; judge recomputes membership (#3712 row A2) #3766). The class rules alone would have archived or deleted them and broken both PRs. - Checked out in a live local worktree on lambda (609 worktrees): 70 of the 101 orphans. These are HELD, not archived. The owning sessions should confirm first.
Nothing is in a quorum round: my two open rounds are #4121 (open-PR head) and ci/4133-guard-steps-setsid (<48 h).
