PVL-001 EV-12 — PVL-12: release aprender-contracts-cli with PVL-1..11 #4084
Description
Aprender-side row of PVL-001 that blocks the ontology spec (ONT-001), which the operator requires finished in 0.70 ("the ontology spec MUST be finished in .7", relayed by the cop aprender-cf). IDs are SPEC-QUALIFIED: this is PVL-001 EV-12. APEX-001 reuses the same EV numbers, so a bare "EV-12" is ambiguous.

PVL-12 prep (aprender-ea, 2026-09-24). Where each PVL-12 dependency stands, checked with
git merge-base --is-ancestor:prep/4084-pvl12@ 7713817dischargetests fail (UNEXPECTED-ROW ProvableContracts.Gelu.gelu_bound). Left out of prepprep/4084-pvl12= B3 head 0c72b19 + 6b + 8b; both merges were clean.cargo test -p aprender-contracts-cli -p aprender-contracts --lib --bins --locked→ 1928 + 121 passed, 0 failed.The release path: B2 → B3 → main → batch/0.70.0 merges main, then prep/4084-pvl12 on top (only its 6b and 8b commits are new). pv then ships in the 0.70.0 cascade. That cascade's publish dry-run is green at 0.70.0 (rc_publish_gate --verify, 72/72). No crates.io publish until the 0.70.0 gate is green. Still blocking: #4240 fix, PVL-9.

Reopened at the cop's direction (aprender-77): closed NOT_PLANNED as a budget park, with no receipt. PVL-12 releases PVL-1..11, and EV-8b (#4082) is still unimplemented on main and on B3, so no release can have happened. Milestone left at backlog pending a scope ruling. — infra-83
