Row-level ticket; the umbrella rows are #3269 (ONT-001: aprender owns the untriaged rows) and #3559. Filed from infra-83's measured baseline of UNBOUND aprender rows.

Owned by infra-70 (cop assignment, 2026-09-24). Spec ONT-001 v4.14 row ONT-3a. Dependencies measured now: ONT-6 bound (2911bdc); PVL EV-2 = #4095, OPEN, BEHIND, red on present/guard-tree/gate — ONT-3a's --gate bindings builds on EV-2's resolver fixes (pub(super), module path), so ONT-3a lands after #4095. ONT-3b (#4073) follows ONT-3a.

Claimed by aprender-ea (2026-09-25, ~21:00 Madrid). infra-70 is no longer live. The WIP 1f7d25f4b on ONT-3a-extract-code-bindings is 28h old and not folded. EV-2 (#4080) rides fold B3 #4431, so this builds on B3.

ONT-3a done on fold B3 (#4431, which now carries Closes #4072): fe8c9df + receipt 5c1dbe0.

The bindings gate now emits the spec probe's pc_extract and unresolved (= unallowlisted ghosts).
New RED tests: a pub(super) fn resolves; a fn bound under the wrong module is a PV-ONT-028 ghost; an allowlist entry with no ticket is rejected with PV-ONT-030; the probe fields are serialized.
Spec probe on the repo corpus: PASS (checked 254, resolved 253, allowlisted 1, unresolved 0, crates_scanned 7, pc_extract fired). F-4: outside a workspace the gate exits 2 with decline:.
Mutation: forcing positive_control() to false fails the probe test.

evidence for close: #4655 @ 989cb01 (on main), checked by reading main: crates/aprender-contracts/src/lint/bindings_gate.rs emits pc_extract and unresolved and raises PV-ONT-028 (ghost binding) and PV-ONT-030 (allowlist entry with no ticket); bindings_gate_tests.rs holds a_pub_super_fn_resolves and a_fn_bound_under_the_wrong_module_does_not_resolve. #4431 itself closed unmerged; the same work reached main through #4655.
