pr-gate.yml authorize: runs-on [self-hosted, Linux, X64, clean-room, intel] -> [self-hosted, gate-light]; gate-light declared in actionlint.yaml (actionlint rc=0).
Ordering: DO NOT MERGE until intel-clean-room-3 carries gate-light
Otherwise authorize queues forever. Runner side: paiml/infra PMAT-2059 (declaration in #1944; apply: make -C machines/intel reregister-runners RELABEL=intel-clean-room-3). Verify with gh api orgs/paiml/actions/runners that -3 lists gate-light first.
