Summary

Reconciles external main #280 with the reviewed watcher safeguards already on develop. Both sides are preserved: pending-status and seven-day PR observation, deterministic fetch failures, bounded trigger pacing, and deferred backlog reporting.

  • Automatic trigger retries are limited to documented HTTP 500/503 responses. Body-read transport failures, ambiguous network/timeouts, other statuses and responses already containing a session URL are not retried.
  • Configured tokens are redacted before bounding diagnostic fields; control/format characters and unsupported metadata types are handled safely.
  • Dry-run shows at most three eligible fixes plus the deferred remainder. Blind ledger failures retain observed session links and deferred work. Pacing/failure limits do not disable eligible PR observation.

The official routine-fire reference documents retry guidance and no idempotency key. No exactly-once or absence-of-server-side-effects guarantee is inferred. Persistent earlier failures can starve later work; deferred does not promise execution on the next check.

Integration and scope

Target: develop, based on validated 06955358 from #282. The prepared merge e61772a has parents 9b64bbb0 and external main cb54f42e; 3bbee599 incorporates V6 with no change to the eight reviewed watcher files. After the authorized squash, the controller will separately record already-incorporated main ancestry only if reviewed feature/squash trees match exactly, so the final develop → main comparison has the correct base.

Completed plan · Living watcher contract

No real routine trigger or provider turn was performed. Historical run 36583034986 shows seven observed HTTP 503 responses without parsed string session URLs; it does not prove server-side session absence, cause or first-ever dispatch.

Verification

  • Independent implementation and scoped fix review passed through 7c2f3054; 94 guarded focused tests and static checks passed.
  • All eight local gates passed on clean 3bbee599: 6,440 main unit tests passed, 7 skipped; legacy suites and browser checks passed (514 legacy assertions plus 16 native tests).
  • Coverage: 94.18% lines / 83.80% branches / 93.50% functions; enforced floors unchanged.
  • Workflow actionlint and actual jq expressions passed synthetic normal/blind checks; no live workflow dispatch.
  • Archive-only 09b198b6 passed independent review, 17 documentation tests, Markdown and offline links. Local lint excludes only ignored immutable probe artifacts; fresh CI runs the normal lint command.
  • Required exact-head PR CI, including Windows, remains the squash gate. The final main PR remains human-owned; no release, installation or cleanup is authorized here.

* fix(upstream-watch): retry and pace routine dispatch

The first scheduled dispatch fired 7 released fixes back to back and all
got HTTP 503 without a session, failing the run. The error also dropped
the response body and request id.

- retry 5xx trigger answers up to 3 attempts with backoff (4xx not retried)
- include request-id and the response error message in the failure
- fire at most 3 fixes per run, 15s apart; stop at the first failed call
- defer the rest to the next run without recording an error

* feat(upstream-watch): report fixes deferred to the next run

Surface the dispatcher's deferred list in watch.json, the console output
and the workflow summary so a backlog is visible, not silent. Pause between
firings uses the script's injectable sleep.
