The scheduled requirements upgrade failed when pip-tools 7.5.3 called a pip API requiring allow_editables, introduced in pip 26.1.

  • Change: Bound pip below 26.1 at both pip-tools installation points in make upgrade, including after requirements/pip.txt is installed.
pip install -q "pip<26.1" -r requirements/pip-tools.txt
