Why

This prevents a repeat of opendefensecloud/solution-arsenal#786, where a commit that wasn't from Renovate was auto-approved.

Testing

Dry-run with local fixtures covering multiple cases like one signed Renovate commit, Renovate + human, single human commit, etc.

Downstream workflows need to add a read permission now. As of now there is only solution-arsenal using it. Once merged, I gonna create a PR for solution-arsenal.
