What

Closes https://github.com/opendefensecloud/odd-internal/issues/93.

Why

To not run into https://github.com/opendefensecloud/odd-internal/issues/87 again.

Testing

Applied the change temporarily to the local common.mk in apiserver-kit and ran make lint with both non-compliant and fully compliant headers.

Example output for a non-compliant header:
