Adds examples/mxr_cache, a self-contained script and README showing how to enable MIGraphX .mxr caching on the AMD GPU plugin EP from onnxruntime-python. The script registers amdgpu-ep.dll out of the installed Windows ML EP package and exercises each way of enabling caching -- the cache_dir provider option, the ORT_MIGRAPHX_CACHE_DIR environment variable, and EPContext -- reporting whether the compiled program was loaded from disk and whether a cached program returns the same outputs as a freshly compiled one. The example model is downloaded by the user rather than checked in; the README links to ResNet-50 in the ONNX Model Zoo.
