Rationale for this change

The Terms & Conditions page previously used the default cursor, which felt plain. Adding a sparkle cursor effect improves visual appeal and maintains consistency with other pages. A toggle option ensures users can control the effect.

What changes are included in this PR?

• Implemented sparkle cursor effect using JavaScript and CSS.
• Styled sparkles with green theme colors for consistency.
• Added toggle button to enable/disable sparkle mode.
• Ensured smooth animation and lightweight performance.
