Rationale for this change

The footer links previously had a static hover effect and the scroll‑to‑top button was either always visible or non‑functional. This change improves user experience by adding subtle animations to footer links and ensuring the scroll‑to‑top button is responsive and smooth.

What changes are included in this PR?

• Added hover animation to footer links (slight upward shift + underline).
• Integrated a scroll‑to‑top button with smooth scrolling behavior.
• Ensured footer layout remains responsive on smaller screens.
• Cleaned up CSS to remove conflicting !important rules.
