• The Fallbacks card gives each section (main agent / subagents / advanced options) its own Discard and Save beside the heading again; a section save writes only that section's fields over the last accepted config, and the single bottom save is removed.
• Section titles are semantic h2 headings, and the advanced options section is collapsed by default behind an accessible disclosure toggle (forced open in read-only views).
• The cooldown, per-step switch cap, and always-mode retry cap default values moved into each field's info tooltip, so the label rows no longer wrap.
