The tag workflow already publishes only when
github.refstarts withrefs/tags/. Addingworkflow_dispatchlets maintainers and the account-wide CI health sweep execute the same Bash 3.2 behavior, version, package, and checksum verifier on the default branch without creating a release.Local checks:
