command: mark a day's spend as partial when a call's cost is unknown - #75

… and pin the --stats text Closes #57, closes #56. The day row counts the calls whose cost is unknown (no figure, or the router's cost_complete false); every reader that sums renders the mark beside the dollars, from one definition in hub/areas.py beside the regex that parses it: --stats, the cap's hold text, the wake line, the digest, the areas table and page, and the chat's closing line. The text --stats prints is pinned by a test. ADR-0016 and ADR-0009 S1 state what holds.

A call with no cost figure adds nothing to the day's cost and counts in
unknown; a router call whose cost is incomplete adds its known subtotal and counts too. Whileunknownis not zero,--stats,lion areas, the digest, the wake line, the chat's closing line and the cap's hold print(partial: N call(s) of unknown cost)beside the figure, and the phone page renders it. The--statstext is pinned by a test.ADR-0016 S2 states what holds.
Suite: 100% coverage on 3.11, 3.12 and 3.14; pre-commit clean.
