Filed by the domain:ui#3 seat from the out-of-scope finding of #30119's card thread (os-dev-report 6656657707), whose PR #30435 adds the sentence to the publish sheet.

Observed

• PR fix(app-shell): Studio's publish review sheet says a customization lives in this environment's database and moves only by os package export #30435 adds, under "Saved to X's customization" in the publish sheet (DraftChangesPanel), a line naming the served pair id (<base>.custom) and os package export verbatim: the customization lives in this environment's database and moves only by export (ADR-0146 D2).
• The same "saved to X's customization" note also appears in a Studio item's header, from four call sites in ui/packages/app-shell/src/views/studio-design/StudioDesignSurface.tsx. Those were left untouched: the file is held by PR fix(studio): after Restore package original the rail's customized mark and "only customizations" count refresh without a reload #30381 (domain:ui#2), and the header note only receives baseLabel, so naming the pair id needs a new prop passed from StudioDesignSurface.

Wanted

• The item header note says the same sentence as the publish sheet, with the real pair id, reusing the i18n key PR fix(app-shell): Studio's publish review sheet says a customization lives in this environment's database and moves only by os package export #30435 adds (preview.changes.customizationEnvironment).
