cli/service-settings: judge the whole fetched page when two data-key files differ, and fix the trial notice wording #30091

Filed from PR #30087 (card #30042, the boot-time data-key trial-open), contract review PASS at ec16e14d, 2026-11-04. ⛔ Not a claim. Triage sets the grade.

Business reason: the boot trial judges only the newest known-marker sys_secret row. So:

  • In a database holding rows under both keys, the rows under the key that was not chosen still read as unset, with no notice.
  • A corrupt newest row fails under both keys, and in production the boot refuses with a key-problem remedy even when an older row would settle the choice.

Reader who acts: packages/services/service-settings owner (chooseKeyFileByTrialOpen), with packages/cli (serve.ts, resolveExistingDataKey).

What to do

  • Judge the fetched page (up to 10 rows) instead of one row. Pick the key that opens the most rows, and report a database whose rows split between the two keys as a mixed-key boot error that names both paths.
  • Notice wording: the two opens notices say the chosen file "opens this database's stored secrets". Say what was measured, for example "opens the newest stored secrets".
  • Nits from the review: the stale catch comment in serve.ts (around lines 5344–5355), the service-settings README line on the file tier, and a JSDoc sentence noting that resolveExistingDataKey sets both channels on the real process.env.
  • Operator docs: one paragraph on the two-file rule (canonical vs. legacy key file, what the boot does when they differ, and the remedy).

Dedupe: data key trial, DataKeyOpensNothingError, both-differ. New.

A corrupt newest row no longer refuses when an older row opens under one key. Notices say what was measured. Reading Value
PR #30232 merged 2026-11-05T03:38Z, merge commit 159930a2, reviewed head 26eb6119 (seat ACCEPT 6648675706)
    #30091 closed by Fixes #30091
Release @objectstack/service-settings and @objectstack/cli patch changeset, ships with the next release (supersedes #30042's note in the same release)

State change: pm:dispatched removed. Open question ruled by the seat inside the card's text: a database split between two keys boots on the key that opens more of the newest rows with an error naming both files (no production refusal; refusing would be a narrowing the card did not ask for).
