The `ehs-plant` pack names the **type of obligation** each duty discharges
("《消防法》：防火巡查", "PRC Fire Protection Law: fire patrols") and at
most the public framework it belongs to. It cites no article or clause
number and quotes no text. Its cadences are common practice, not a statutory
minimum: a fire-safety key unit or a plant with severe occupational hazards
may owe more, and the local rule wins. It sits beside an EHS suite rather
than replacing one: the suite keeps incidents, findings and corrective
actions; the pack keeps who does which check, how often, and what record
shows it was done.
