Retire the duly_member_open stopgap action: 18.3 no longer renders it, and PageSchema.apps now opens the member page #187

Found by the #185 upgrade pass on @objectstack 18.3.0 (PR #186, main ce6fc4b). The report is the project file duly-18.3-browser-check/REPORT.md (R1).

What happens

duly_member_open (src/actions/member.actions.ts) was the #113 stopgap: a url action at record_header on sys_user that opened /page/duly_member, because the 18.2 console always opened plugin-auth's sys_user_detail (objectstack#28979).

• On 18.3 the console no longer renders the action anywhere: not in the header menu, not in the drawer, not on the full page, in either en or zh. The metadata is still served.
• Since Upgrade duly to @objectstack 18.3.0 #186, duly_member declares apps: ['duly_app']. So Duly > People > a person opens the member page in the drawer, and Setup → Users keeps sys_user_detail.

The action is now dead metadata with a misleading note.

What done looks like

• Remove duly_member_open, its registration, its translations (en and zh), its security-test exemption from Reach the member page again on 18.2 with a record-header action #175, and its tests. Keep member-page.test.ts's apps pins.
• Update the member.page.ts gap §5 note.
• Browser check in en-US and zh-CN: People → person still opens duly_member, and Setup → Users still opens sys_user_detail.
• Out of scope: the full-page 400 (objectstack#29946).
