Add PyLucene runtime integration

Note

Draft 2 of 5 in the Lucene backend split. It is stacked on the generic CLI
PR for review sequencing; this runtime layer is otherwise logically separate.

Summary

• add the checksum-pinned PyLucene 10.2.0 source builder and compatibility patch;
• add JVM, JAR, native-library, vector, query, and persisted-index runtime adapters;
• add a thin-JAR timing bridge around IndexSearcher.search(Query, int); and
• keep generated Java API documentation with its Java source owner.

Validation

• runtime, configuration, and builder tests: 43 passed;
• cuvs-lucene Maven test suite on an NVIDIA A10G: 349 run, 0 failures,
  30 skipped;
• builder shell syntax, Python compilation, and git diff --check: passed.

The Java suite used the preserved 26.12 cuvs-java/native environment. No fresh
PyLucene source build was run for this split.
