Fixes two issues stemming from Mesa jank that cause a crash when first trying to load in anything from romfs, and then later randomly when swapping between different resources (playertype, gear, etc)

  • Cafe Shader Studio's GL framework tries to bind the vertex array before assigning the generated name, which Mesa doesn't handle properly and so corrupts the state. Just needs to be generated and assigned early
  • Keeping mesa_glthread on causes issues here with releasing stale objects because of how OpenTK looks up the entry points, and intends to turn it off anyway so we just force it off on Linux to dodge the issue. It doesn't get run regardless so this is a harmless workaround

- Invalid vertex array bind that Mesa doesn't catch and so corrupts
- Mesa glthread not handling stale object release properly so just disable it since glthread isn't being used anyway
