Backport of #4630.

Removes the use of PACKAGE_SECRET (a personal access token) from the E2E workflow.

  • GIT_AUTH_TOKEN build secret: the Dockerfile never reads it. Removed.
  • ghcr package cleanup: uses GITHUB_TOKEN (job has packages: write).
  • Dependabot-only steps: removed. They never ran: their condition checked github.actor == 'dependabot', but the actor is dependabot[bot].

Conflicts were only in action versions; this branch keeps its own versions.

PACKAGE_SECRET (a maintainer's PAT) was passed as an unused Docker build
secret and used for ghcr package cleanup. GITHUB_TOKEN with packages: write
handles the cleanup, so drop the PAT. The dependabot-only steps never ran
(github.actor is 'dependabot[bot]', not 'dependabot'), so remove them.

Closing: V6.1 is no longer maintained, so its CI doesn't run and the token is never used there.
