feat: add Codex template

Template

• App: Codex CLI
• Template id (directory): codex
• New template
• Update to an existing template

What it themes

Renders the active Noctalia palette to ~/.codex/themes/noctalia.tmTheme. Users set [tui] theme = "noctalia"; new Codex sessions then use the current generated palette.

Testing

• App version tested: Codex CLI 0.149.0
• Applied a dark theme and confirmed the app picked it up
• Applied a light theme and confirmed the app picked it up
• Re-applied twice and the app config is still correct (hooks are idempotent)

The Noctalia v5 renderer successfully rendered and parsed both dark and light variants with no unresolved template expressions. Light-mode app appearance still needs manual confirmation. This template has no hooks.
