feat: add Cloudflare WARP plugin

What it does

Adds a Noctalia bar widget, Control Center shortcut, and attached panel for Cloudflare WARP. Users can connect/disconnect, switch operation modes with descriptions, and inspect live tunnel, traffic, TLS, latency, and policy statistics.

External dependencies

• warp-cli from Cloudflare WARP, used for status/settings/statistics queries and explicit connect, disconnect, and mode actions.

Screenshots / Videos

The shipped thumbnail.webp shows the plugin surface. The live panel was opened with noctalia msg panel-open levi/warp:panel during local validation.

You should change the thumbnail coz the rule states it needs to be made with thumbnail generator. So your pr might get rejected.

Also those translations are very sus'

You ticked that checkbox, but I doubt it's true since that's a 13 languages and many of them still have english text in them in specific keys.

Just commit english and the languages you master.

Addressed the review feedback in ec8ef19: regenerated warp/thumbnail.webp with the Noctalia thumbnail generator and removed all non-English locale files, leaving only warp/translations/en.json.
