Summary

Adds .github/workflows/dependency-audit.yml to run automated dependency vulnerability audits across both the JavaScript/TypeScript workspaces (pnpm audit at the repo root and npm audit in apps/frontend) and the Rust Soroban workspace (cargo audit in contracts/), and documents the advisory triage, severity classification (Warning vs. Release blocker), and domain upgrade ownership policy in CONTRIBUTING.md.

Closes #324

Testing done

  • Validated .github/workflows/dependency-audit.yml YAML schema and executed the audit report parsers against workspace pnpm audit --json, apps/frontend npm audit --json, and contracts cargo audit --json outputs as well as a controlled critical advisory fixture (verifying non-blocking ::warning:: output by default and ::error:: exit status 1 when enforce_blockers: true).
  • Ran node --test '.github/scripts/*.test.mjs' (20/20 passed).

The new audit workflow can report zero vulnerabilities when the audit itself failed, which defeats the purpose of the issue. Its blocker classification also does not match the documented policy. Fix these before relying on the workflow for release gating.

Explanation

Issue #324 requires Rust and JavaScript dependency reports, actionable failure output, warning and release-blocker handling, advisory triage, ownership, local audit commands, and controlled-advisory verification. .github/workflows/dependency-audit.yml runs pnpm audit, npm audit, and cargo audit, writes JSON and Markdown reports, emits package, severity, advisory, URL, and fix details, and fails only enforced release blockers. CONTRIBUTING.md documents the two classifications, local commands, triage, ownership, and remediation verification. The PR reports local audit checks, controlled-fixture verification, and 20 passing parser tests.

Full details: Out of Scope Changes check

Explanation

The reviewed changes are limited to .github/workflows/dependency-audit.yml and the dependency-audit section added to CONTRIBUTING.md. The workflow and documentation directly implement issue #324. No unrelated product, dependency, generated-file, or lockfile changes are shown in the supplied change summary.

tier once rather than repeating the expression.
- Around line 238-240: Update the advisory processing around `hasPatch` and the
`report.warnings` loop so Rust `unsound` advisories with a patched version

Treat an empty or unreadable `cargo-audit.json` as an audit failure, distinguish

tool errors cannot be reported as a clean audit.
- Line 71: Update the dependency audit workflow so failed commands and empty or

and fail the job for an unavailable audit when enforcement is enabled.

Review comments at @CONTRIBUTING.md:

Checks for known security issues with the installed packages.

If security issues are found, try to update your dependencies via `pnpm update`. If a simple update does not fix all the issues, use overrides to force versions that are not vulnerable. For instance, if `lodash@<2.1.0` is vulnerable, use this overrides to force `lodash@^2.1.0`:

    overrides:
      "lodash@<2.1.0": "^2.1.0"

Or alternatively, run `pnpm audit --fix`.

If you want to tolerate some vulnerabilities as they don't affect your project, you may use the `audit.ignore` setting.

Since v11, `pnpm audit` queries the registry's `/-/npm/v1/security/advisories/bulk` endpoint. The response does not include CVE identifiers, so advisories are filtered by GitHub advisory ID (GHSA) instead. If you previously listed CVEs under `auditConfig.ignoreCves`, replace each entry with the corresponding `GHSA-xxxx-xxxx-xxxx` value (shown in the `More info` column of `pnpm audit` output) under `audit.ignore`.

### Bug

`pnpm audit` fails on pnpm v10.33.0 (and all prior 10.x versions) because the npm registry has retired both legacy audit endpoints and now returns HTTP 410.

### Error

    `ERR_PNPM_AUDIT_BAD_RESPONSE  The audit endpoint (at https://registry.npmjs.org/-/npm/v1/security/audits/quick) responded with 410: {"error":"This endpoint is being retired. Use the bulk advisory endpoint instead. See the following docs for more info: https://api-docs.npmjs.com/#tag/Audit"}. Fallback endpoint (at https://registry.npmjs.org/-/npm/v1/security/audits) responded with 410: {"error":"This endpoint is being retired. Use the bulk advisory endpoint instead. See the following docs for more info: https://api-docs.npmjs.com/#tag/Audit"}
    `

### pnpm version

10.33.0

### Node.js version

v24.1.0

### OS

macOS (darwin 25.1.0)

### Details

Both endpoints return 410:

  * `/-/npm/v1/security/audits/quick` (primary)
  * `/-/npm/v1/security/audits` (fallback)

The npm registry now requires the bulk advisory endpoint (`/-/npm/v1/security/advisories/bulk`) as documented at https://api-docs.npmjs.com/#tag/Audit.

`npm audit` works fine since the npm CLI already uses the new bulk endpoint. `pnpm audit` is completely broken on the entire 10.x line.

### Expected behavior

`pnpm audit` should use the `/-/npm/v1/security/advisories/bulk` endpoint instead of the retired legacy endpoints.

If the `Bulk Advisory` endpoint returns an error, or invalid data, npm will attempt to load advisory data from the `Quick Audit` endpoint, which is considerably slower in most cases.

## Audit Endpoints

There are two audit endpoints that npm may use to fetch vulnerability information: the `Bulk Advisory` endpoint and the `Quick Audit` endpoint.

### Bulk Advisory Endpoint

As of version 7, npm uses the much faster `Bulk Advisory` endpoint to optimize the speed of calculating audit results.

npm will generate a JSON payload with the name and list of versions of each package in the tree, and POST it to the default configured registry at the path `/-/npm/v1/security/advisories/bulk`.

Any packages in the tree that do not have a `version` field in their package.json file will be ignored. If any `--omit` options are specified (either via the `--omit` config, or one of the shorthands such as `--production`, `--only=dev`, and so on), then packages will be omitted from the submitted payload as appropriate.

If the registry responds with an error, or with an invalid response, then npm will attempt to load advisory data from the `Quick Audit` endpoint.

The expected result will contain a set of advisory objects for each dependency that matches the advisory range. Each advisory object contains a `name`, `url`, `id`, `severity`, `vulnerable_versions`, and `title`.

npm then uses these advisory objects to calculate vulnerabilities and meta-vulnerabilities of the dependencies within the tree.

### Quick Audit Endpoint

If the `Bulk Advisory` endpoint returns an error, or invalid data, npm will attempt to load advisory data from the `Quick Audit` endpoint, which is considerably slower in most cases.

The full package tree as found in `package-lock.json` is submitted, along with the following pieces of additional metadata:

  * `npm_version`
  * `node_version`
  * `platform`
  * `arch`
  * `node_env`

All packages in the tree are submitted to the Quick Audit endpoint. Omitted dependency types are skipped when generating the report.

### Scrubbing

Out of an abundance of caution, npm versions 5 and 6 would "scrub" any packages from the submitted report if their name contained a `/` character, so as to avoid leaking the names of potentially private packages or git URLs.

### Native publish flow, no more npm CLI fallback

Commands previously implemented by passing through to the `npm` CLI have either been reimplemented natively or removed.

Reimplemented: `publish`, `view` (`info`, `show`, `v`), `login` (`adduser`), `logout`, `deprecate`, `unpublish`, `dist-tag`, `version`, `search`, `star`/`unstar`/`stars`, `whoami`, `ping`, `docs`/`home`.

Removed (now throw "not implemented"): `access`, `bugs`, `edit`, `issues`, `owner`, `prefix`, `profile`, `pkg`, `repo`, `set-script`, `team`, `token`, `xmas`.

A few notes on the new native `pnpm publish`:

  * The OTP environment variable is now `PNPM_CONFIG_OTP` (was `NPM_CONFIG_OTP`).
  * If the registry asks for OTP and none is provided, pnpm prompts for it interactively.
  * Web-based authentication shows a scannable QR code and URL.

Note: `*file_name` on the download route is one or more path segments, the same splat notation the Maven routes above use. A hosted repository always serves a single segment, `{plain_name}-{version}.tgz`. A remote repository serves whatever the upstream’s `dist.tarball` carries after its own `/{package}/-/`, which is more than one segment on a registry that repeats the scope inside the file name, and it is that name the served document points at so a client re-enters this registry. </excerpt>

## Custom Checks

Add your own security checklists that run alongside the built-in checks. The audit reads all `.md` files from two folders:

Folder | Scope | Use Case
--- | --- | ---
`~/.claude/security-audit-custom/` | Global (all projects) | Company-wide standards, compliance rules
`.claude/security-audit-custom/`  | Project-level  | Project-specific checks, internal API rules

A template file is installed at `~/.claude/security-audit-custom/custom-template.md` during setup. Copy and rename it to create your own checklists.

### Writing Custom Checks

Organize checks under headings with OWASP and NIST tags:

    `## Internal API Standards [A01:2025, A05:2025 | PR.AA, PR.DS]

    - [ ] All internal endpoints require service-to-service auth tokens
    - [ ] Response bodies never include internal database IDs
    - [ ] Deprecated endpoints return 410 Gone
    `

Custom checks are loaded during Phase 1 (reconnaissance) and run as additional checklists during Phase 2 (white-box analysis). Both global and project-level checks are merged - project-level checks do not override global ones.

Do not treat an unavailable audit as a clean audit.

pnpm 9.15.9 posts to the retired /-/npm/v1/security/audits endpoint. The public npm registry returns HTTP 410 for this legacy endpoint. Use pnpm 11+ or another scanner that uses the bulk advisories endpoint.

Also record each audit command's exit status. If an audit fails or produces empty or invalid JSON, report the audit as unavailable instead of reporting zero vulnerabilities. Emit a warning by default and an error when enforce_blockers is enabled. Fail the job for an unavailable audit when enforcement is enabled.

Unpatched critical pnpm advisories are classified as release blockers.

For pnpm output, fix is adv.patched_versions. The registry commonly reports an unpatched advisory as a range string such as <0.0.0. That string is not equal to 'no direct patch yet', and the fallback 'review lockfile' also passes the check. A critical advisory with no available patch is therefore labelled RELEASE BLOCKER.

With enforce_blockers: true, this fails the workflow for a finding that CONTRIBUTING.md defines as a warning. Normalize "no patch" at collection time instead of comparing display strings. Also compute the tier once instead of repeating the expression on Lines 125, 126, and 141.

Sketch: normalize patch availability in `collectAdvisories`
+                const patched = adv.patched_versions;
+                const hasPatch = Boolean(patched) && patched !== '<0.0.0';
                 findings.push({
                   ecosystem,
                   package: adv.module_name || 'unknown',
                   severity: String(adv.severity || 'unknown').toLowerCase(),
                   title: adv.title || 'Advisory',
                   url: adv.url || '',
-                  fix: adv.patched_versions || 'review lockfile',

+                  hasPatch,
                 });

For the npm branch, set hasPatch: Boolean(vuln.fixAvailable). Then use f.severity === 'critical' && f.hasPatch for blockers, warnings, and tier.

The cargo audit step fails open in the same way as the JS audit.

|| true hides a failed cargo audit. Examples are an advisory-DB fetch failure and a lockfile parse error. In that case the JSON file is empty or invalid, the catch sets report = {}, and Line 256 prints "No known Rust dependency vulnerabilities or warnings reported."

The job stays green even with enforce_blockers: true. Report an unreadable or empty cargo-audit.json as an audit failure, not as a clean result. Capture the cargo audit exit status and stderr so that a status above 1 (tool error) can be told apart from a status of 1 (vulnerabilities found).

Rust soundness advisories never become release blockers.

CONTRIBUTING.md classifies "Rust soundness/security advisories where a patched version exists" as release blockers. The code gives the RELEASE BLOCKER tier only to entries in vulnerabilities.list. Soundness (unsound) advisories appear under report.warnings. The loop on Lines 250-254 hardcodes them as WARNING. It also emits no ::warning:: annotation for them, although the docs say warnings are emitted as annotations.

enforce_blockers: true therefore cannot block on a patched soundness advisory. Either handle unsound warnings that have a patched version in the blocker path, or narrow the documented criteria.

Update the advisory processing around `hasPatch` and the `report.warnings` loop
so Rust `unsound` advisories with a patched version receive the `RELEASE

block the release. Emit the documented annotation for warning entries as well,
while preserving warning behavior for unpatched soundness advisories.

The blocker criteria do not match the workflow behavior.

The table says release blockers are critical runtime vulnerabilities. The workflow never filters by dependency scope. pnpm audit and npm audit run without --prod or --omit=dev, so a critical advisory in a dev dependency is also a RELEASE BLOCKER. Rust soundness advisories are never blockers either; see the comment on the Rust classification in dependency-audit.yml.

Either add --prod / --omit=dev to the audit commands, or remove "runtime" from the criteria. Keep the "Running audits locally" commands consistent with the choice.

Update the “Release blocker” criteria and “Running audits locally” guidance in
CONTRIBUTING.md to match the workflow: remove “runtime” because audits include
development dependencies, and remove the Rust soundness/security advisory claim
because those advisories are not classified as blockers. Keep the documented
