feat: finish mobile and AI workflow wiring

Summary

• Add the React Native mobile app shell with route parity, 30-locale resources, OAuth/deep-link flows, native assets, and API/OpenAPI synchronization.
• Harden web mobile OAuth, SAML relay state, integration callbacks, email verification, and authenticated user endpoints.
• Wire the AI Sidecar to the /api/ask SSE stream without duplicate Cmd-K requests; enqueue issue triage after creation and add the embeddings cron drain endpoint.
• Verify Hocuspocus Docker/runtime configuration and update the status, roadmap, changelog, and mobile-coming-soon documentation.

Follow-up

Live-provider/RLS E2E, device/store QA, hosted websocket smoke, Ask persistence, and the Sidecar Build-mode implementation remain tracked as follow-up work.
