Provide a side-effect-free quote and validation endpoint for measurement review #214

The console mockup shows estimated cost while the user edits a measurement. Today the companion UI estimates from executor price, floor bandwidth and timeout; the inspected payment API only exposes intent creation and payment status. Local estimates can diverge from server rounding and cannot validate current admission rules without creating an intent.

Proposed scope:

  • A read-only quote/validation operation for a candidate batch, with per-debuglet errors, total and itemized price, currency/base units, expiry and capability/availability checks.
  • Document exact rounding for fractional seconds, zero timeout semantics, overflow bounds, and whether floor or ceiling determines charges.
  • Quote generation must not reserve funds, create a transaction or dispatch a run.
  • Payment intent creation must revalidate or consume a bounded quote token; expired/changed quotes return an explicit recoverable response before payment.

Acceptance: editing arguments, start time or timeout can be validated without financial side effects; UI and payment intent agree on exact price; fractional-second and zero-timeout cases have contract tests.

Evidence: source inspection of routes.go and api_models.go during the companion console redesign. No new runtime backend defect is claimed.

    Completed with the quote API, the contract clarification in #407, and console MR !10, merged as a94f286c4cf41f501ee613da7bab8257e34ce761.

    The console quotes the exact prepared program, arguments, start time and policy before creating an intent. Quotes include itemized prices, exact currency/base units and validation errors, and create no transaction, reservation or run. Edits invalidate review; cancelled or stale replies cannot approve changed input. Core tests cover fractional-second rounding, zero-timeout refusal, overflow, capability checks, unchanged database contents and agreement between quote, intent and stored order prices.

    The resolved contract is a nonbinding snapshot with no quote token, expiry timestamp or validity guarantee. Intent creation revalidates and reprices. A changed rule, currency, unit, total or per-order price requires explicit review before TEST submission or a USDC wallet request. The console retains the same intent during that review; an expired payment intent requires a fresh quote and intent. A successful quote does not reserve capacity or guarantee admission.     Validation: core main CI passed all 16 jobs. Console candidate 517273 and merged main 517278 passed both automated jobs, including 88 frontend tests, lint and build. The tested and merged console trees match. Deployment remains manual and unrun; this closure claims no production payment or deployment validation.
