fix(daemon): route a terminal seat's stuck-sweep finding to a person - #2192
The stuck sweep now routes a finding about work for a bound terminal seat (runtime: terminal) to a person, as it already does for an address with no wake route and for an unclaimed hosted member. The order is the operator seat when it's a person, then the row's creator, then the operator agent. The finding says " is a terminal seat; nothing there can claim this work, and no wake is typed into it. Route the work to an agent seat". A terminal seat is never chosen as that recipient. When none of them can be reached, the finding stays with the terminal seat and says so, as it does today for the other cases.
Why
The queue wake already refuses a bound terminal seat (failed:terminal-seat): a shell or a TUI isn't an agent, and nothing there can claim the row. The sweep still made its finding the terminal seat's own, so that seat ended up owning a recovery row it can't act on. With its typing guard opted to off, it was also prompted about the row in its pane. Now the finding goes where someone can act on it. The typing guard is unchanged, so docs/reference/seat-delivery.md stays as it is.
Test
packages/daemon/test/queue-stuck-sweep.test.ts:
A bound terminal seat holding a stuck row gets no finding of its own. The finding goes to the person and says why. The first commit adds this test alone, and its CI run failed on it as expected: expected 'logger@r' to be 'person@external'.
When the row's creator is a terminal seat too and there's no person or operator agent, the creator isn't chosen. The finding stays with the terminal seat and says why.
Findings assigned to a bound terminal seat can now be routed to an available operator seat or recovery agent.
If no eligible recovery route is available, the finding stays with its original destination and explains that a terminal seat cannot claim work and should be replaced with an agent seat.
The queue wake types nothing into a bound terminal seat, and nothing
there can claim work, but the stuck sweep made its recovery finding the
seat's own. Add the case: the finding goes to the person and says why.
The stuck sweep now applies fallback routing to findings addressed to bound terminal seats. It excludes terminal seats as fallback recipients and explains that a terminal seat cannot claim work. Tests cover configured and unavailable fallback recipients.
Bound terminal seats now trigger fallback routing. The sweep excludes them from fallback candidates and adds a terminal-specific explanation. Tests cover routing to a configured operator seat and retaining the original destination when no fallback recipient is available.
mvschwarz/openrig#1813: This issue concerns stuck-sweep findings sent to invalid destinations; this PR adds fallback recipient selection for findings addressed to bound terminal seats.

Merge Risk: Moderate · up to 16a52
The new routing can still leave stuck-work findings on a terminal seat that cannot act on them, or make a sweep fail when the configured operator address is not admissible. These are edge cases in a recovery path, but they should be fixed before merge.

Explanation
The title names the main change: a fix in the daemon that routes a terminal seat's stuck-sweep finding to a person. The raw summary and PR objectives both describe this change. The summary covers fallback routing and terminal seat exclusion, and the objectives describe routing to the operator seat when it is a person. The title is specific and accurate, and it does not list files. It omits the fallback to the creator and operator agent, which is an acceptable level of detail.

The sweep already sends a finding for an unroutable address or an
unclaimed hosted member to the operator person, the row's creator or the
operator agent. A bound terminal seat now goes the same way, with "is a
terminal seat; nothing there can claim this work", and a terminal seat is
never chosen as that recipient. With no one to take it, the finding stays
with the terminal seat and says so; a second test covers that case. The
typing guard is unchanged.

Apply the terminal fallback to the resolved route.
resolveEscalationOwner can set c.route to the delegates_to parent. If that parent is a bound terminal seat, this guard skips the terminal fallback, and the finding is persisted to that terminal seat. Keep the existing skip for a non-terminal delegation parent, because that parent is the intended recipient.

Recognize pane-bound human operator seats.
A registered human seat with a tmux pane is classified as pane-bound, so the current check skips that operator. The new test uses person@external, which is gateway-routable and does not cover this case.
If the creator and operator agent are unavailable, the finding can remain addressed to the terminal destination. Select the operator by human identity while retaining the bound-terminal exclusion.

Check admission before selecting a fallback.
An unregistered person@external can pass the gateway-routable class check, but queue admission rejects it. The sweep then records a failed creation and does not try the creator or operator-agent fallback.
Although resolveWorkflowHumanDestination validates the operator setting for workflow human selection, this sweep uses resolveOperatorSeat directly. That resolver only reads a non-empty string.

Approved at 16a52ef. A stuck-sweep finding about a bound terminal seat's work now reaches the operator person, the row's creator or the operator agent through the sweep's existing fallback, never a terminal seat, and stays with an honest reason when nobody can be reached. Independent Claude and Codex source reviews are clear for this path; parked-owner watchdog reminders are outside this change. Required CI passes at this head, and the first commit showed the new test failing before the fix.
