This makes the implement workflow technically adjudicate independent review findings before rework, so verified defects remain compulsory while false positives and disproportionate suggestions no longer inflate implementation scope. It distinguishes required corrections, proportional improvements, rejected findings, and user decisions; treats priority as impact rather than remediation authority; updates the canonical context definition; and passes the full repository checks.
