Aligns with autorest.python Dependabot upgrade (PR microsoft#3419).
Prevents sync from reverting the black version, which causes
autorest CI failures due to reserved-word attribute parsing.

@typespec/http-client-python - internal ✏️

bumping pylint/mypy versions

The lint requirements bumped black to 26.3.1 but setup.py and
dev_requirements.txt still pinned 24.8.0, causing an unsatisfiable
dependency conflict during tox lint-azure/lint-unbranded.
