The lint requirements bumped black to 26.3.1 but setup.py and dev_requirements.txt still pinned 24.8.0, causing an unsatisfiable dependency conflict during tox lint-azure/lint-unbranded. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
