The missing SDK packs are now present in the Shine OSS MUX-Dependencies local feed (Microsoft.NET.ILLink.Tasks 9.0.19 and Microsoft.NETCore.App.Crossgen2.win-x64 9.0.19). Full validation has been re-queued to verify the restore path end to end. |

Description
Updates GitHub PR validation to load WinUI-owned pipeline templates from the same GitHub revision being validated. This lets pipeline-template changes validate themselves and removes the lag caused by resolving those templates from a separately pinned repository.
The governed pipeline and Windows App SDK configuration resources remain unchanged.
