Validation-only shadow of fork PR #11637 (same head SHA fb9aa04). Do not merge. Purpose: verify WinUI-GitHub-PR (OneBranch) runs for a promoted fork commit (non-fork classification, gets internal feed credentials, passes Install Pipeline Tools).
