Ability to add a pipeline step that executes after another specified step

I'm using https://github.com/davidfowl/aspire-ssh-deploy for the aspire deploy pipeline and I wanted to add a step after it's done that would send a message to a webhook. I thought that

builder.Pipeline.AddStep("send-webhook", static async ctx => {
        // ...
    },
    dependsOn: WellKnownPipelineSteps.Deploy
);

would do the trick, but running aspire deploy --list-steps lists deploy as the last step, and send-webhook is nowhere to be seen.

There should be some way to insert an additional step after (and perhaps before?) any given step, or at least a way to watch for pipeline events like "done" or "failed". For example
