Smoke test installed CLI (aspire new + restore) step fails with exit code 1 or 4 during 'Prepare Homebrew cask' / 'Prepare WinGet manifests' jobs. Homebrew run also emits unrelated tap-trust warnings (aws/tap not trusted). Job logs unavailable ('Failed to fetch logs for job'). Occurs independent of PR content.
