• Make FormatCache a public interface with XmlUtilInternal interface.
  This allows for external implementation, with appropriate warnings.

• Fix LRU cache to be resilient to re-entry in the function argument to getOrPut

  have an initial owning document and having no owning document, the owning
  document will be set.
• Fix stale service specifications only relevant for xmlserializable.
