Let's support Tailwind V4

Since v4, the config file is optional.

This PR checks tailwindcss version from packages.json in workspace root, if version is larger than 3, we activate lsp-tailwindcss.

hi @cxa thanks for the idea and the pull request, I used a slight different approach in order to:

• remove the dependencies (f.el, cl-lib)
• make it work with projects that don't have package.json on workspace root

P.S. I've switched to Eglot w/ lspx and use some cache mechanism to enhance auto completion experience because the Tailwind LSP responses more than 10k items in common cases, Emacs 30+ requires more than 2 seconds to parse.
