Treasury Multisig Transaction Verification Helper (#837)
Implements a dedicated utility service to inspect unsigned and partially signed Stellar transaction XDRs against treasury multisig configuration.
Changes:
New file: treasury-multisig-verification.ts
verifyMultisigSignatures(): Verifies signatures on XDR against authorized signers, computes threshold status, and returns structured validation results with signature details
analyzeMultisigRequirements(): Extracts threshold and signer configuration from unsigned XDR for requirement preview
New file: treasury-multisig-verification.test.ts
12 comprehensive tests covering XDR parsing, signature verification, threshold computation, unauthorized signer detection, and error handling
Security properties:
Never stores or handles user private keys; only inspects public signatures
Validates signatures against the treasury's live on-chain signer configuration
Returns structured validation results for threshold status
Test Results:
✅ All 12 new tests passing
✅ Existing audit logging tests passing (3 tests)
✅ Existing SEP-24 validation tests passing (75 tests)
