[Parent] Next phase - Leveraging AI for publication curation

Next stage / split from Year 4 efforts in #129

This is a parent issue to capture the next phase of efforts related to the deployment of AI tools to curate publications. This should capture efforts related to MC2 in Year 5, however, @aditya-nath-sage expects these efforts to align with shared efforts (and an OKR) with other programs (e.g. NF) to optimize AI-driven curation.
