[Enhancement] Pick favorite groups, move tabs to them #2089
Description
Description
Would be nice if you could "favorite" a group via right click menu, then when right clicking on a tab in any window, the Move To option had a Favorite Groups section, where selecting one moves the tab to the bottom of the group.
Then either
- when a favorite group is closed it's removed from the list of favorites
- don't allow favorited groups to be closed (force user to unfavorite before closing)

UI design: as a followup to #2471 changes could add favorites star button to groups within these Panel > Group > Subgroup > ... > Subgroup menus that makes group show up in top level of Move To section
