Deprecate .foldermeta file

This hidden file was deposited on every directory to maintain metadata, but it needs to be deprecated and removed.

• It clutters directories
• Users may not find it appealing or easy to create such hidden file
• If the Meta structure changes, all those files in all the deployed systems would need a tediuos update.
• The way hidden files are implemented is OS-dependent, Windows uses attributes and the great OS's use a period leader.
• The functionality of Folder Metadata from fs.Meta was moved to a JSON configuration file, a single point of migration.
