Support fork PRs in release automation - #284

Validate Release Label now passes on label alone for any PR. Same-repo PRs keep bumping pre-merge on their branch; fork PRs (which can't be pushed to from CI) get the version bump applied to main post-merge in Publish, which runs in trusted context and never checks out fork code.
