Replace the runner.temp expression in job-level env. The workflow cannot run as written.

The runner context is not available in jobs.<job_id>.env. Only github, needs, strategy, matrix, vars, secrets and inputs are available there. actionlint reports the same error. GitHub rejects the workflow file as invalid, or REVIEW_WORK_DIR is never set. In both cases the collect, review and post steps do not work.

Set the variable in a step instead. In a shell step, RUNNER_TEMP is available as an environment variable.

P1 Reviews lack GitHub authentication

The workflow never supplies GH_TOKEN or GITHUB_TOKEN to gh. A clean runner therefore fails at collection before either model can review the PR. Checkout's persisted Git credentials do not authenticate these API calls, and publication also needs the token. Supply ${{ github.token }} as GH_TOKEN to the collection and publication steps before merging.

Artifacts

Executed authentication validation script

  • Runs the unchanged PR driver and installed gh in isolated environments, with and without synthetic checkout credentials, asserting collection and publication authentication failures without GitHub writes.

Clean runner output without checkout credentials

  • Captures real collection, direct API reads, and both publication runs without tokens or stored credentials, showing local authentication rejection before HTTP.

Runner output after adding checkout-style Git credentials

  • Repeats the same calls after proving Git resolves a synthetic persisted authorization header, showing checkout authentication does not unblock gh.

# Automated PR reviews

The `PR review` workflow reviews each pull request with **Claude Opus 5.5 at high effort**, then **GPT-6 Astra
at high effort**. Astra still runs if Opus fails. Each reviewer updates one marked comment per PR, so a new push
replaces its earlier review instead of adding another pair of comments. Reviews of the same PR are serialized by
a concurrency group.

## Enable it

1. Add `ANTHROPIC_API_KEY` and `OPENAI_API_KEY` as repository Actions secrets. The keys stay in GitHub; this
repository contains no credentials or account-specific configuration.
2. Keep the `PR review` workflow enabled. It runs on opened, reopened and synchronized PRs and when a PR is marked
ready for review.
3. To request a review manually, run the workflow with a PR number. No dashboard model setting is required: the
model ids and high effort are explicit in `scripts/pr-review.mjs` and `.github/workflows/pr-review.yml`.

The workflow requires only `contents: read`, `pull-requests: read` and `issues: write`. Provider secrets are
present only on the two review steps, never on collection or comment-publication steps. CLI failures are published
as failures rather than silently turning into clean reviews, and the job remains failed even when both outcomes
are published.

## Security model

`pull_request_target` runs the workflow from the base repository. Checkout uses that base revision, never the PR
head, so no code, dependency lifecycle script, hook or configuration from a fork executes with repository secrets.
GitHub documents the distinction and its risks in [Securely using
`pull_request_target`](https://docs.github.com/en/actions/reference/security/securely-using-pull_request_target).

The driver collects the diff through GitHub's API as data and rejects diffs over 192 KiB instead of silently
truncating them. The prompt treats the entire diff as untrusted input and forbids tool use.

- **Opus:** `--safe-mode`, no tools and no session persistence.
- **Astra:** a read-only empty working directory, no user configuration or exec-policy rules, an ephemeral
session, and `shell_environment_policy.inherit=none` so model-launched commands do not inherit provider keys.
- **Publication:** only the generated review text and public PR metadata enter a marked comment. Raw CLI stderr,
environment files and job logs are not copied into comments.

The pinned CLIs are Claude Code 2.1.316 and Codex CLI 0.166.0. Upgrade them deliberately and rerun validation.

## Validate

`tests/pr-review.test.mjs` uses fake `gh`, `claude` and `codex` executables. It checks model and effort arguments,
the no-tools and environment-isolation settings, diff collection, sequential review output and create/update
comment behavior without network access or credentials. Run:

```bash
node --test --test-concurrency=1 tests/pr-review.test.mjs
npm test
npm run check
```

A workflow dispatch without the two secrets fails explicitly and does not publish a fabricated review. After
configuring the secrets, use a small synthetic PR for the first live check and inspect both marked comments.

On 31 October 2026, a read-only collection against a public 125,494-byte PR diff succeeded and produced the
untrusted-input prompt without calling a model or publishing a comment. Provider-backed reviews remain a separate
live check after the secrets are configured; no account behavior is inferred from the fake-CLI tests.

Send the prompt through stdin instead of one CLI argument.

collect() accepts a diff of up to 192 KiB, but both reviewer commands put the full prompt in one argument. On the workflow's Linux runner, a single argument is limited to 32 pages—typically 128 KiB. A diff between that limit and 192 KiB passes collection but makes both reviewer processes fail to start. Pass the prompt through stdin for both CLIs. (man7.org)

P2 Size failures never get posted

An oversized diff throws before pr.json is saved, but both publication steps require that file. Those steps therefore fail before posting the size-limit explanation, leaving any earlier review comments unchanged. This is a non-blocking reporting gap: authors must open the failed workflow to discover why the current push was not reviewed. Save the PR metadata before checking the diff size and provide a collection-failure outcome that publication can read.

Artifacts

Small-diff control with successful comment updates

  • Captured the 100-byte control through collection, both reviews, and both publication steps, showing two successful PATCH calls to existing comments.

Oversized-diff failure with unchanged prior comments

  • Captured the 196,609-byte case with Opus skipped and all always steps attempted, showing missing metadata prevents both posts and produces zero GitHub writes.

P1 Large accepted diffs fail

Both reviewers receive the entire prompt as one command-line argument. On the Linux runner, a single argument is limited to about 128 KiB, but collection accepts diffs up to 192 KiB. A 150 KiB diff passed collection and then both launches failed with E2BIG, before either reviewer executable started. Before merging, send the prompt through standard input or another supported non-argument transport and add a launch test with an accepted diff above 128 KiB.

Artifacts

Executable reproduction harness for small and accepted large diffs

  • The executed harness creates isolated fake executables, runs the unmodified collection and both review commands, and asserts launch markers and outputs—the reproduction requires no provider access.

Small diff control with both reviewers launched

  • Ran collection and both reviews with a 1,024-byte diff and captured successful exits, launch markers, and synthetic review files—the control succeeds.

Accepted 150 KiB diff with both reviewer launches blocked

  • Ran the identical flow with a 153,600-byte diff and captured successful collection, two E2BIG failures, absent launch markers, and failure review files—the candidate is reproduced.

Parse every page of PR comments.

When a PR has more than 100 issue comments, gh api --paginate prints separate JSON arrays for its pages. JSON.parse() cannot parse those arrays as one document. Both publication steps then fail, even if the review commands succeeded. Combine the pages before searching for a marked comment. (cli.github.com)

Match the comment author as well as the marker.

Any PR participant can put <!-- relay-pr-review:opus --> or the Astra marker in a comment. If that comment precedes the workflow's comment, find() selects it for PATCH. P2 Contributor markers redirect review updates

Comment lookup selects the first matching marker without checking its author. If a contributor posts that marker before the bot's comment, subsequent reviews target the contributor's comment instead of the bot's review. With write permission, the update succeeds there while the genuine bot comment remains stale. This is a non-blocking publication-targeting defect that can leave readers looking at an outdated review. Match both the marker and the expected publishing identity, creating a bot comment when no verified match exists.

Artifacts

Executable comment-selection and authorization harness

  • The executed harness runs the unchanged driver against a local HTTP API and retrieves GitHub documentation, making the publication-target checks reproducible without live writes.

Publication output without a contributor marker

  • Both reviewer post commands updated genuine bot comment 202 with HTTP 200 OK and exit code 0, establishing the baseline.

Publication output with an earlier contributor marker

  • Both reviewers selected contributor comment 101, failed without fallback under an injected 403, and succeeded under documented write authorization, separating the real targeting defect from the unsupported denial claim.

Read-only GitHub authorization documentation capture

  • HTTP 200 OK documentation responses show repository write access permits editing others' comments and identify the relevant token permissions, contradicting an author-only authorization rule.
