Adds unmodified local Markdown copies of the nine official Claude Code Mods guides supplied by the owner, plus an index with canonical source URLs and attribution.\n\nAlso:\n- Makes the complete local documentation set mandatory core context in AGENTS.md for design, implementation, review and delegation.\n- Requires delegation briefs to pass that requirement to receiving agents.\n- Adds a regression test keeping organisation-specific model, review-service and infrastructure policy out of the plugin's built-in skills.
