dispatch: accepted means a live worker owns the job; bounded wrappers and waiters (C09, C04) - #54
A submitted job could previously return as queued with no worker and nobody left to start it. Continuations could also receive a queue receipt without a consumer, while large Workflow batches created waiting wrappers.
This change makes job acceptance require a live worker lease within a bounded start window. Starts that cannot get an owner within a minute exit 6 as not started. Pending messages without an owner are withdrawn atomically; a worker claim that wins that race remains responsible for delivery. Recovery retains the same reserved message and its single recovery allowance. Cancellation and a successor worker cannot be overwritten by a failed handoff restore; delivery receipts follow the durable publication of their earned retry allowance.
Workflow relays reserve waiting places in the shared admission domain and wait at spawn. Plain relay calls refuse after 30 seconds. Workflow stall retries, which bypass the spawn hook, use the first-step gate. Every worker still uses the reparenting launch boundary.
Launch failures stop after three attempts and expose their cause and count. Interrupted terminal continuations remain owed, warm-worker exit triggers prompt redispatch, and admission reports the longest-held reason. Worker identities no longer depend on writable admission storage. Uncertain acknowledgement observations preserve live ownership, fresh process evidence fences seat removal, and launch/worker history is pruned.
Message-directory errors other than absence are explicit storage uncertainty. Finalization checks pending and claimed storage, and an uncertain handoff corrects only this worker's completion under the lease. Owed messages are preserved.
Version: 3.0.0-dev.25.
Validation:
Exact final head: 6fa691b4edbc29e0facac6d706bfc51bddfb526a, clean worktree; independent final review approved this exact head.
Frozen-head local full suite: 2,574/2,574 pass, zero failures or skips. Linux Node 22 and Node 24 CI each passed 2,574/2,574, types, plugin validation, all 156 mod tests, and the live-suite probe tests. Version metadata matches 3.0.0-dev.25.
macOS Node 22 and Node 24 each report 2,532 pass, 34 pre-existing baseline failures, 8 skips, zero new failures. Every failure name was compared with the supplied baseline. The recovery rearm case, receipt-freeze regression and both restore-fence cases pass on both macOS variants.
Final-head CI results. The macOS matrix jobs retain their baseline failures; both Linux jobs are green.
Focused runs passed 347 and 31 tests, plus the recovery/accounting/storage 56-test run and both final restore-fence cases. Old-source runs fail all eight storage-fault cases, the receipt-ordering case and both restore-fence cases; their fixed-head regressions pass. The absent-directory control passes before and after.
Local heavy runs used nice, the shared heavy-test lock, --test-concurrency=1, and the required resource checks, preserving exit statuses.
The real Claude Code check below remains pending with the coordinator. The external architectural release gate remains pending. No merge is requested before those checks.
The additional Linux cancellation failures from the preceding CI head are covered explicitly by the final suite:
Failure
Classification and fix
Cancel / no-op after end
Scope identity regression; also fixed duplicate no-op receipts while a completed worker closes.
Cancel during retry wait
Same scope identity regression; verified processes are stopped even when a scope member has no sampled identity.
Cancel after a later process-table failure
Same early-abort regression masked the intended table-read error; retain the original fail-closed checks.
Readable hand-back resets blocks
Same early-abort regression produced a false cancel violation.
Cancel attempt 1 JSON and actions
Same scope identity regression.
Foreground detached-worker cancel
Same scope identity regression.
ZCode cooperative cancel
Cancellation cleanup regression left the job running; the cooperative interrupt and terminal-state checks pass.
Cancellation through SubagentHandback
Same scope identity regression.
Newline brief cancel with unknown turn id
Same scope identity regression.
Nonzero cancel remains retryable
Cancellation retry regression left the job running on retry; the receipt and terminal-state checks pass.
Queued message reported not delivered
Same scope identity regression blocked cancellation before it could account for the dropped message.
Recovery rearm on macOS Node 22
Cancellation could be overwritten by a failed recovery handoff; the restore now preserves terminal states and successor identities. Receipt ordering and successor-specific readiness have deterministic regressions.
The affected suites are cancel-attempt, cancel-dead, process, relay-guard, relay-human, jobs, zcode, relay-e2e, grok-delivery, relay-delivery and retries. All are green in both final-head Linux full suites. The gate suite also covers the macOS-only interrupted-continuation failure: its 200 ms positive startup fixture expired before ownership, so positive handoff fixtures now allow five seconds; refusal windows remain short. All eleven Linux failures were treated as regressions and verified in their affected suites.
Manual Claude Code check before release (macOS and Linux):
In this checkout, create an isolated check directory and launch Claude Code with this plugin directory. Keep these environment variables in a second terminal too. Nothing is installed or written to the normal job/admission directories.
Ask the lead to run one Workflow containing 30 independent agent(prompt, { agentType: 'relay:job', label: 'dummy-N' }) calls concurrently, catching refusals per call. Each prompt is exactly the following, with N replaced by its index:
backend: codex
model: gpt-6.1-sol
effort: low
mode: write
---
Run sleep 2 once. Write no files. Report dummy-N complete.
Save the Workflow result's scriptPath and runId. Watch queued rows before they acquire a place; they must have no model turn or companion wait process. In the second terminal, sample the process list and job listing throughout the ramp:
pgrep -fl 'companion[.]mjs wait'||true
node "$RELAY_CHECK_CHECKOUT/plugins/relay/scripts/companion.mjs" status --all --json
Count wait processes attributable to this isolated jobs directory: at most four waiting jobs plus jobs whose backends are running. All 30 rows must finish, with no not-started result.
To hold four waiting workers without exhausting a provider account, seed a synthetic pause in the isolated admission directory, using the same backend account selection as the check. Run this from the checkout in the second terminal:
Ask the lead for six simultaneous plain Agent-tool relay:job calls with the same dummy prompt, outside a Workflow. Four get waiting workers; two must refuse after about 30 seconds with relay is at capacity and the Workflow suggestion. Then clear only this synthetic pause and collect the four jobs:
rm -f "$RELAY_ADMISSION_HOME"/pauses/codex*.json
Start another 30-call Workflow. While it has queued rows, end the recorded lead from the second terminal:
kill -TERM "$(cat "$RELAY_CHECK_ROOT/lead.pid")"
Reopen Claude Code in the same work directory and environment with --continue and the same --plugin-dir / --settings flags. Reinvoke Workflow with the saved scriptPath and resumeFromRunId set to that run's runId. Completed calls should be cached, accepted jobs adopted, and queued rows started as places free. All rows must finish; status must show no workerless queued job. Cancel any remaining check jobs explicitly before removing the isolated check directory.
Reserve Workflow waiting places in the shared admission domain, refuse unowned starts and withdraw undelivered messages. Fence late dispatches, preserve recovery accounting, and harden launch observation and process cleanup evidence.

A waiter retrying a dead handoff publishes its own launcher identity before the spawn throttle. It stays queued through the spawning grace instead of ending as dead.

Walkthrough
The change adds bounded worker admission and relay start gating. It adds reservation handling, launch retries, not-started results, message-storage error handling, and process-identity checks. Tests and documentation describe the updated admission, delivery, recovery, and queue behavior.
Changes: Worker admission and delivery
Layer / File(s)
Summary
Admission reservations and wait tracking plugins/relay/scripts/lib/worker/admission.mjs, tests/admission*.test.mjs, tests/gate.test.mjs, plugins/relay/skills/jobs/internals.md
Admission applies waiting-worker limits and supports reserving, binding, converting, and releasing waiting places. Admission records retain cumulative wait times by cause.
Worker starts and recovery use bounded admission attempts. Start, task, and message commands report not-started outcomes; job views detect dead launchers and report launch failures. Tests and documentation cover these outcomes and explicit recovery.
Relay hooks call the companion gate before new spawns and Workflow retry steps. Successful admission reserves a place and binds it to the spawned agent.
Worker identity and process cleanup plugins/relay/scripts/lib/util/process.mjs, plugins/relay/scripts/lib/worker/registry.mjs, tests/execution-groups.test.mjs, tests/process.test.mjs, tests/relay-guard.test.mjs
Worker registry entries require process identity data and are pruned in batches. Process discovery and cleanup account for fresh process listings, unresolved scope members, and processes discovered during shutdown.
Message storage and delivery integrity plugins/relay/scripts/lib/jobs/messages.mjs, plugins/relay/scripts/lib/worker/worker.mjs, plugins/relay/scripts/lib/harness/relay.mjs, tests/message-storage.test.mjs, tests/relay-delivery.test.mjs
Message-directory read failures now raise storage errors. Workers check pending and owed messages before finalization, and delivery can withdraw an unclaimed message after a start timeout.
libar-dev/relay-plugin-cc#45: Changes the shared admission implementation extended here with reservations and bounded start windows.
libar-dev/relay-plugin-cc#50: Adds detached worker launch handoffs and execution ownership used by the launch and delivery paths changed here.
Merge Risk: Moderate · up to a0ff9
The change makes job acceptance depend on a live worker, but a read error on a single claimed message file can still be missed during finalization. A job could then be recorded as complete while a message remains undelivered. This should be fixed before merge. The remaining issues are minor: misattributed wait reasons, leftover reservation binding files, and a missing exit code 6 in the help text.

A live slot is already counted. Avoid repeated fresh process-table reads for its owner while retaining the fresh check before any destructive slot cleanup.

Other users control worker records
If another local user creates /tmp/relay-workers-<victim uid> before the victim's first launch and leaves it writable, registration accepts it without checking its ownership or permissions. That user can then forge a record containing a live process's PID and start time but a different jobDir. Cleanup trusts the record and excludes that process and its children, allowing job processes to remain running after cleanup reports no survivors.
Use a trusted user-owned parent and validate the registry's ownership, permissions, and non-symlink identity before writing or trusting records. This ownership boundary must be fixed before merging.
How this was verified: A different local UID supplied a forged record, and cleanup left both live test processes running without sending either a signal.
The executed test creates cross-UID attack fixtures and live process trees while redirecting only the registry root, making the successful cleanup-bypass reproduction inspectable.
The pre-change module comparison exercised the attacker fixture and actually terminated both test processes, showing the forged predictable-path records were ineffective.
The HEAD capture shows both processes surviving cleanup after forged registration, followed by a symlink-related EACCES that prevented the remaining scenarios from running.
The combined command output records the one before/after comparison and overall exit code 1, preserving both the confirmed bypass and the incomplete later coverage.

Long waits show wrong causes
waitHistory groups time by the full displayed reason, but memory reasons contain changing readings. In the reproduced case, 90 seconds of memory waiting became thirty separate three-second entries. A later five-second pacing wait then won mainWait, so status attributed the 95-second wait to pacing rather than memory. The changing readings also unnecessarily enlarge the saved history.
This is a non-blocking reporting issue: the total duration remains correct, but users receive the wrong explanation for the delay. Group time by a stable cause or resource identity and store the changing display text separately.
Note: If this suggestion doesn't match your team's coding style, reply to this and let me know. I'll remember it for next time!
Contains the complete controlled-clock test, real persistence and status assertions, and explicitly documented in-memory counterfactual, making the executed comparison reproducible.
Runs the original and counterfactual cases once each and captures command, working directory, exit code, stdout, and stderr, preserving the execution provenance.
Captured the unmodified head processing 90 seconds of changing memory holds followed by 5 seconds of pacing, showing that pacing incorrectly becomes the visible cause.
Captured the identical scenario with only the history key changed in memory, showing that memory correctly becomes the visible cause and history shrinks.
Captured the exact head, empty tracked diff, source hashes, results from both runs, and numbered relevant code, confirming the finding without project source modifications.
Keep short refusal windows in refusal tests; positive continuation and warm-exit fixtures use a five-second startup window.

The lock-contention record resets the wait totals and blames the lock for the whole wait.
recordFor now defaults waitTotals to {} and reasonSince to null when the slot does not carry them. The lock-failure path at Line 645 passes mine, and mine never has waitTotals. The admission lock is often busy for a moment.
Here is what happens when the lock is busy:
The returned record has waitTotals: {} and reasonSince: null. The caller stores it as job.admission.
On the next admit, waitHistory(ctx.admission, now) drops all earlier totals. These include the 120 s critical wait or the 100 s memory wait that the new tests check.
Because reasonSince is null, waitHistory uses admission.since (the start of the whole wait). It assigns the full elapsed time to the lock kind.
mainWait then reports lock as the longest hold, and the waited … before admission (…) line shows the wrong cause.
The permanent-failure record at Line 605 and guardError have the same gap.
Fix: carry the accumulated history into the lock record.

Delete the agent binding file when a reserved slot is converted.
Only releaseReservation deletes bindings/<agentId>.json. Two paths leave the binding file behind:
This line converts a reserved slot into a spawning slot and removes only the slot file.
slots() deletes expired reservation records at Line 347 and also leaves the binding file.
Every Workflow or plain relay agent that passes the gate gets a binding file. The admission home is shared by all of this user's sessions, and no code prunes bindings/, so the files accumulate without limit.
Until expiresAt, readReservation also keeps returning a reservation that is already consumed. releaseReservation in start.mjs (Line 163) then finds no reserved slot and returns false, so it never deletes the binding either.
Apply the same agentId cleanup in slots() when the clean pass deletes an expired reservation.

Propagate claimed-message read failures before finalization.
If a claimed message file returns EIO or EACCES, owedMessages silently omits it. readClaimedMessages in plugins/relay/scripts/lib/jobs/messages.mjs uses readJsonOrNull, which converts every read error to null. This check can then let the worker record completion while the claimed message remains undelivered. Make message-file reads distinguish missing files from storage errors, and propagate non-ENOENT errors through this check.
