Summary

add a reusable GitHub Actions CI workflow for push and pull_request
add a repository script runner that resolves common package script names for lint, format, type check, test, and build
document the supported script names in the README

Why

make the template easier to adopt across repositories with slightly different script naming conventions
keep the CI workflow generic while still enforcing the standard verification steps when those scripts exist

Verification
