Operator setting defaults to 0 (today's behaviour). Positive budgets make round-finished issues without ready-for-agent claimable as automatic continuations: eligibility, continuations-first FIFO ordering, claim-time revalidation, budget-aware next-issue validation, handoff standing lines, and auto_continuation_claimed events.
