The release-currency check already let a released package's tag fall
behind main by commits that touch only .github/, but still failed a
single-moving-tag package for the same thing. Those commits ship nothing,
and Dependabot adds one weekly, so every moving-tag package's scheduled
check went red on a workflow bump. The .github/-only test now comes
first, for both models; shipped code behind the tag still fails with
the advice for its model. Pinned by a new case that fails without it.
