Rename commands to laranail::git-commit-checker.* - #17

The commands used the bare git-commit-checker: prefix in Artisan's flat command map. They now use the family shape, through a local SupportsNamespacedNames copy because the package requires no laranail/* package. The old names stay as aliases that print a deprecation line, so existing hooks keep working; newly installed hooks call the scoped name. The manifest gets the Packagist exclusion and the maintainer email.
