[Unreleased] still compared from a tag older than v0.1.6, so it listed already-released commits as unreleased, and released versions had no compare link of their own.

[Unreleased]compared from a tag older than the latest release (v0.1.6), so the link showed already-released commits as unreleased. This PR points it atv0.1.6...HEADand gives each released version its own compare link, built from the tags that exist (git tag -l 'v*'). The CHANGELOG text is unchanged, and no test reads this file.
